Mary Loiselle
Mary Loiselle joins the ICS Partner Network after retiring with over thirty two years of government service.  She most recently served as the Principal Deputy Associate Director in the Office of Enforcement and Removal Operations (ERO), within Immigration and Customs Enforcement (ICE), Department of Homeland Security.  In that capacity she oversaw the operations of Detention Management, Removal Management; Enforcement; Mission Support; Immigration Health Services Corps; and Field Operations, with jurisdiction over 24 field offices.  

Prior to this, Ms. Loiselle was the Assistant Director for Management, Deputy Assistant Director for Detention Management and the Field Office Director for the former Detention and Removal Operations field office in the Washington, DC area. 

She is a native of the Buffalo, New York area and started her career with the Immigration and Naturalization Service as an Immigration Inspector in Niagara Falls, New York.    She worked as a Supervisory Immigration Inspector, Immigration Examiner and the Deputy Facility Director of the Buffalo Federal Detention Facility prior to moving to the Washington, DC area.

Ms. Loiselle is a graduate of the State University of New York at Buffalo, with a B.S. in Business Administration.  

Jean Moore
Jean Moore joins the ICS Partner Network as an integral contributor to our marketing efforts. For over 15 years, she has been in marketing communication and creative design services to a diverse number of organizations including technology, communication and publishing companies.

Most recently, Ms. Moore was the Senior Manager for Marketing at webMethods, an integration software developer, responsible for conceptual design and development of all advertising campaigns, marketing collateral, and brand management.

Her experience has also included work with a startup software company and marketing communication company spearheading the creative development of print, online, and brand communications. In addition to those responsibilities, Ms. Moore was responsible for business development, customer relations management, and vendor relations.
Ms. Moore began her career with a Washington, DC pharmaceutical and medical device publishing company. She was responsible for direct mail campaigns and subscriber services.

Ms. Moore received a B.S. in Business Management from The Pennsylvania State University.

Michael Rozos
Michael Rozos joins the ICS Partner Network after retiring from a 28 year career in federal public service, first beginning as an Immigration Inspector in 1983. He was promoted to various supervisory and managerial positions within the former Immigration & Naturalization Service including inspections, investigations and detention and removal operations. He was a supervisory immigration inspector, supervisory detention & deportation officer and supervisory criminal investigator. As a Deputy Assistant Regional Director and Director, Removals Division he managed regional and national enforcement programs regarding immigration enforcement. He previously served as a corrections officer, police officer and deputy sheriff in the State of Maine prior to entering federal service.

Upon the creation of the Department of Homeland Security in 2003 he served in Washington DC insuring transition and program expansion throughout the United States.  Prior to retirement he was the Field Office Director for Miami Field Office, ICE, with responsibility over Florida, Puerto Rico and the US Virgin Islands. 

Mr. Rozos headed the Removal Operations team during the Department of Justice response to the events of 9/11 and was instrumental in establishing the national fugitive operations program, criminal alien program and participated in the establishment of Secure Communities Initiative. 

Mr. Rozos has extensive knowledge of immigration law in various arenas, expertise in detention and deportation as well as government management.

Since retirement from the government, Mr. Rozos has been consulting for a number of clients on DHS issues. 

Wendell Shingler
Wendell C. Shingler joins the ICS Partner Network after 36 years in federal service with the Department of Homeland Security/Immigration Customs Enforcement where he served as Director of the Federal Protective Service, the Department of Justice, and the Department of Transportation. Mr. Shingler directed programs for the physical security of federal courthouses and facilities nationwide and their emergency response; emergency planning and preparedness; criminal investigations; protective security planning; tactical operations; disaster response; COOP operations; logistics; electronic, human and technical security systems; facility and personal security management and national security event planning for organizations including the RNC and DNC.

His career has included Federal security, law enforcement, and emergency management. Serving as a senior executive, he has extensive experience leading people and large organizations, designing and managing national and international programs, supervising technical and specialized emergency response, security and law enforcement units, developing and implementing policy, and administering billion dollar budgets.

Mr. Shingler is the recipient of numerous awards and recognitions, including the President of the United States and a number of Cabinet Level Heads. He was responsible for administering COOP/COG and OEP programs and served as consulting agent for a large number of other federal agencies. He has testified to both sides of Congress and give hundreds of press, radio and television interviews.

Mr. Shingler holds a B.S. in Business Administration from Strayer University in Washington, D.C. and attended the Federal Law Enforcement Training Center in Georgia. He still holds an active Top Secret level security clearance.
