Each ICS Partner Network team member comes to us with substantial law enforcement, government, and industry expertise, allowing us to extend the effectiveness of ICS Consulting solutions and better support our customers. ICS Partner Network members demonstrate deep knowledge of current compliance issues and enhance our ability to offer our customers superior consulting services. ICS Partner Network Team (listed alphabetically) Mary Loiselle Prior to this, Ms. Loiselle was the Assistant Director for Management, Deputy Assistant Director for Detention Management and the Field Office Director for the former Detention and Removal Operations field office in the Washington, DC area. She is a native of the Buffalo, New York area and started her career with the Immigration and Naturalization Service as an Immigration Inspector in Niagara Falls, New York. She worked as a Supervisory Immigration Inspector, Immigration Examiner and the Deputy Facility Director of the Buffalo Federal Detention Facility prior to moving to the Washington, DC area. Ms. Loiselle is a graduate of the State University of New York at Buffalo, with a B.S. in Business Administration. Jean Moore Upon the creation of the Department of Homeland Security in 2003 he served in Washington DC insuring transition and program expansion throughout the United States. Prior to retirement he was the Field Office Director for Miami Field Office, ICE, with responsibility over Florida, Puerto Rico and the US Virgin Islands. Mr. Rozos headed the Removal Operations team during the Department of Justice response to the events of 9/11 and was instrumental in establishing the national fugitive operations program, criminal alien program and participated in the establishment of Secure Communities Initiative. Mr. Rozos has extensive knowledge of immigration law in various arenas, expertise in detention and deportation as well as government management. Since retirement from the government, Mr. Rozos has been consulting for a number of clients on DHS issues. Wendell Shingler His career has included Federal security, law enforcement, and emergency management. Serving as a senior executive, he has extensive experience leading people and large organizations, designing and managing national and international programs, supervising technical and specialized emergency response, security and law enforcement units, developing and implementing policy, and administering billion dollar budgets. Mr. Shingler is the recipient of numerous awards and recognitions, including the President of the United States and a number of Cabinet Level Heads. He was responsible for administering COOP/COG and OEP programs and served as consulting agent for a large number of other federal agencies. He has testified to both sides of Congress and give hundreds of press, radio and television interviews. Mr. Shingler holds a B.S. in Business Administration from Strayer University in Washington, D.C. and attended the Federal Law Enforcement Training Center in Georgia. He still holds an active Top Secret level security clearance.
